Purpose of the portal and IDCERT accreditation
Purpose
ExplorerHub is the IDCERT portal that aggregates and provides access to 49 European and international competence frameworks. The frameworks collected are published by different institutions: the JRC for DigComp, GreenComp, LifeComp, EntreComp, FinComp, DigCompEdu and others; the OECD for Learning Compass 2030, PIAAC and SSES; UNESCO for the DLGF and MIL; Cedefop for the EQF; the Council of Europe for the CEFR; CEN for the e-Competence Framework; ENISA for ECSF; IEEE for DQ 3527.1. The portal organises them into a searchable, comparable and accessible ecosystem.
Reference bodies
The 59 frameworks catalogued on ExplorerHub come from different European and international bodies, each with its own specific mission. The JRC covers citizens' cross-cutting competences. The OECD develops Learning Compass 2030, PIAAC and the Social and Emotional Skills Survey. UNESCO has developed the DLGF and MIL framework. Cedefop manages the qualifications comparison system. The Council of Europe works on language and democratic competences. CEN and ENISA develop standards for professionals and cybersecurity. IEEE standardised DQ (Digital Intelligence). This institutional diversity enriches the ecosystem and ensures each area is handled by the most competent body.
Why the portal
European and international competence frameworks are complex technical documents, published by different bodies, in different formats and with specialised terminology. ExplorerHub organises them, makes them comparable and searchable from a single multilingual, free access point. 18 frameworks are available for in-depth exploration through dedicated sub-portals, while the Global Catalog maps 59 frameworks with sources and classifications.
IDCERT
IDCERT (Institute for Digital Certification) is the organisation that promotes and maintains ExplorerHub. Accredited by Accredia (No. 02257) under the UNI CEI EN ISO/IEC 17024 standard, IDCERT is a Personnel Certification Body that issues professional digital competence certifications recognised and valid across Europe. IDCERT certification schemes are grounded in the same European and international frameworks available on this portal.
